What is being discussed is your inability to come to terms with the simple matter that time varying fields come from dynamic charges which are imposing a force on all charges to react to their change - hence there is nothing static in a field and all charges are coupled. The only thing to measure is the degree of coupling which leads to Q (by a tortuous path of math). which is contrary to what I say.
