Not unless you short the two reflectors together to obtain gain on 20m. Gain on the lower bands can be obtained with a loading coil between the two reflectors. Get fancy and install a motorized loading coil between the two elements (like a screwdriver). Or use two driven elements and phase them to get a beam on all bands.
