faith-healer/preachy-movie channel reallocated from 40 to 23.

The *all will move below 52* statement in Platt's wasn't accurate.
While KDOC56 will move to 32, KLCS58 will move to 41,
and KOCE50 will move to 48,
**KCOP13 will move to 66 and KCET28 will move to 59**.
