I am sure there are many equipment vendors that would love to help you
with this. Have you asked?

Mikrotik parts on the radio & sw control side - no matter.

As in topic specific question, plenty of commercial antenna manufacturer
over the entire world. Good point for Hyperlink Technologies, now l-com
(http://www.l-com.com/home.aspx) . Worked since 2001 with them, no problems
at all.

I assume that the glue of all those elements, the brain, can build what you
want. Required skills aRF environments, routing, a bit of *nix OSes
knowledge, and patience....

Unstall RADIUS server for authorization and authentication. WPA-RADIUS
will also deliver a unique encryption key for each session and user.

Bandwidth control

http://en.wikipedia.org/wiki/Bandwidth_management
Bandwidth management is often built into the wireless router.

Access control

See RADIUS server.

You also forgot authentication, traffic shaping, traffic monitoring,
user accounting, user monitoring, abuse detection, abuse management,
abuse mitigation, tech support, troubleshooting assistance, network
management (SNMP), key management, interference detection, etc.
Basically, you're building a system very much like a wire line ISP,
with the added bonus of an unreliable method of delivery.

You're over your head. Please find a suitable network consultant that
can advise you and design a suitable system. There's more to building
a "campus" wi-fi system than just buying a bunch of boxes and wiring
them together. You're not ready to specify any products yet.
