Default RF Problems

Using an FT100D with ATAS antenna on a boat. Antenna mounted on bow
rail . Tried copper plate connected with braid to base of antenna
mount for ground. Don't have in hull ground plane.
Problems with RF in audio reported as sounding garbled. Reducing power
level helped some.
Will Line Isolator form Raio Workls be of use? It was suggested.
How about some radials from antenna base laid out along deck?
Is only good solution a copper ground plane in the bilge connected
with coopper foil to the antenna base?
Any advice appreciated. Thanks
