Look for a pulled out center conductor in the cable.
You're describing something that's acting like a capacitor in series with
the line, passing higher frequencies better than lower ones.

Also, most antennas like this have a UHF and a VHF section, there may be
some mechanical problem with the VHF section, even if you can't see it from
the ground.
