If they have a retail location in a state, they have to charge the sales tax for all mail orders to that state. That will increase their sales. For example, Mass has a 5% sales tax on most items. NH has none. Quite a few companies have nothing in Mass, but retail outlets just over the border. Note that NY City has a 3% sales tax on top of the 5% NY State-wide sales tax.
