yes, you can do that. normally you just strip the shield back and leave 1/4
wave of the center conductor exposed. that makes a reasonable 1/2 wave dipole as long as the shield is at least 1/4 wave long. you can also add aluminum foil or fold the shield back for 1/4 wavelength over the insulation for slightly better results.
