Hi Bob,

If, as you say, it is already running along at ground level; then this
is not a bad thing. The shield should have no potentials on it -
which means it should act like it is at ground potential.

If it acts like another element, it is merely imitating the earth
already doing that. Upshot of this is that you will notice no
disturbance nor contribution of the shield.
