Can someone please tell me what does the S-meter display
when the receiver is turned off?

Mine is on the 40 mark, that is not full scale (which is
60).

You will find a handbook at:
http://www.rigpix.com/hallicrafter/sx117.htm
There may also be one on the BAMA site.
The S meter appears to measure the cathode current of a
controlled IF stage so its a "backward" meter which should
measure maximum up-scale with the power off.
Sticky meters can sometimes be fixed by finding the
mechanical zero adjuster and working it back and forth
several times. If this does not unstick the meter one must
get into it and clean the mechanism. The stickyness may be
just dirt in the meter bearings but can also be caused by
metallic particals caught in the air gap of the magnet.
Meters are quite delicate so if you decide to open it up be
very careful. With any luck the zero adjuster trick will fix
it.
