Default SX-117 help

I guess a definition of "full scale" would have been appropriate...hi!
These meters are designed to operate backwards so "full scale" is in
reality, all the way to the left. National often simply turned the
meter upside down to get the same effect. But.. its all a matter of
semantics.

Can someone please tell me what does the S-meter display when the
receiver is turned off?

Mine is on the 40 mark, that is not full scale (which is 60).
