Default Will HD radio signal penetrate metal building

IBOC doesn't seem to improve weak signal coverage, especially not within a
steel frame bldg. Indeed, someone in a car listening a signal wiped out by
power lines might get an improvement if the IBOC signal is strong enough,
but weak signal usually switches to analog reception which leaves the
listener in the same position as before, no available signal.
