And that's all perfectly fine. That's _not_ encroaching on the FCC's mandate.
Although the lack of RFI studies might arguably be considered so, the rest
of them are just fine. They may wind up with pirates claiming in court
that they weren't treated equivalently to other businesses, though, and
they might manage to get off on that.
