Forget CB; go FRS or GMRS. Longer range, clearer audio, less noise,
smaller antenna, cheaper, etc, etc.

If he is in open country, hell yeah. If he is in the city of heavily wooded
areas, forget it. I have some of the higher power ones, and even their range in
limited in the woods. Nothing can touch them if you are within range, though.
