I think it is a good idea. Distracted drivers can be as equally
dangerous as drunk drivers. It does not matter whether the distraction
comes from a cellular telephone of a CB or even a 2 meter ham rig.

If you check the statistics you will find that the leading cause of
automobile accidents is drivers looking at another automobile accident
as they drive past it.

Cell phones are way down the list of causes.

Because only a few states even consider cell phones as a possible cause on
accident report checksheets.
