Why do you think that sustaining 100% modulation will render the signal unintelligible? The modulation percentage has to do with the level of modulation applied to the transmitter. As long as you stay below overmodulation (100%) then if the modulation signal has not been clipped... or waveshape altered in any way except size... then your modulation will be perfect... and it will contain all the intelligence it had originally.
