It appears to be a two way duplex radio system that utilizes cell
phone type transcievers. Basically, you have a repeater hub that you
set up in a remote location and communicate using the handheld units,
much like hams do on two meters, looks like a neat idea if it actually
works.

However, the reason you have not seen these devices before is because
they are not legal for use in the USA, especially on 450 mhz. The FCC
is pretty good at detecting these kind of systems, and IMO if you put
this device in use, you would get busted pretty quickly.

I would not waste my money unless you are going to take it for use
outside of the US.

thanks, this could be good for the world traveler adventure type if you're
going on an arctic expedition or african safari in a remote area. i wonder
if this can be taken through customs at the airport without any problems.
also i wonder where i could find out what countries this is ok to use.

That would be the Nokia 6150 cell phone and
the CID 41311 cell server.

CID = Cell IDentification

Since the ebay auction indicates the county of origin was in the
middle east, I would have to guess that it may have been legal for use
in that part of the world. However, most if not every country has
their own telecommuniation authority like the FCC, so even though the
system was purchased in and may be legal in Kuwait, it may not be
legal for use in other countries such as Saudi Arabi. Iraq, ect. If
you plan to purchase the device it is best for you to determine where
you are going to use it, and contact the authorative body in charge of
communication matters in that country for information.

Usually, electronic devices must be declared and inspected when they
are brought in from another country and it depends on how savy the
inspector is, whether the device is confiscated for being illegal.

I suspect a returning U.S. solder from the middle east may have
smuggled this device in via a military transport and thus was not
inspected.

IMO, it is probably not worth the headache to deal with this thing
because if you have to take it out of the country, you may have to
explain to customs or a Homeland Security Inspector of how it got in
the U.S. in the first place, and may get confiscated anyway.
