Default hand mike

Which is a better mike, a noise cancelling or a power mike, or a combination
of the two? I have heard that a noise cancelling cancels electronic noise.
Is this true? Any info helps, thanks.

What type of vehicle are you going to be using it in?

OK, here's the scoop. A power mike will amplify your voice, giving
you louder audio, thus a better sounding radio. At the same time it
will pick up a lot of the back ground noise. A noise canceling mike will
take your voice and take a lot of the back ground noise and help remove
it, so giving more voice, less back ground noise.
That was the reason for what vehicle, so being your rig is some-what
sound proof, a power mike kept at a modest level would probably work
pretty good for you.
