I don't believe the code keep any of the undesirabiles out but did keep a lot of potential ham radio enthusiasts out of the hobby. Not many looking back at the code now. Interesting point Jay. With the elimination of the code requirement the written test, in particular the General, is a no brainer anymore. With that license class you get about 80 to 90 percent of what the Extra class gives you. For those that want to simply get on the air and "shoot skip" (DX) having multiple bands and modes available is a nice motivating factor, and all legal too.
