If he just passed his test here, how come his call doesn't have a 3 in it?
This is not 1 land.

The guy has renewed his license. That accounts for the recent date and
the "1" in the callsign.

Not to be the bearer of bad news, but anyone located anywhere in the lower
48 can claim any unused call for the lower 48 as a 'vanity' call. Yes, we
have a couple of '8' calls here in the Rochester, NY area. If I wanted jrh
in my call and couldn't find one available as a '2', I could apply for (and
get, if it isn't assigned) a '3', '1', '0', or whatever. KG6 is now a
California call. KG6AAY is assigned in California; it used to be the
amateur radio station at NavCommSta Guam (receiver site). If you're
confused, think how confused us old timers are )

73 from Rochester, NY

That would be illegal for him to do that and he risks losing his Hammie
license to boot if caught there.

Never use AM anymore. Try me on the last four. My TRC-451 has 40 U/L and a stock mike.
Sidebanders don't need echo or power mikes or roger beeps. Just good, clean audio.
