The one with the power switch set to off.

But seriously, most radios made now days have very ineffective noise
blankers and are very susceptible to engine/fuel pump noise. You would be
ahead of the game to look for notes issued by the manufacturer of your
vehicle concerning RF noise. There really is a lot of information to be
gained here that a lot of folks tend to overlook.
