1:1 can never be achieved, but you can get close. Anything under 2:1 is
useable. Maybe your meter is not working correctly? If possible, check your coax with an ohm meter. Center to center, shield to shield, center to shield. Is your coax the 50 ohm type? 75 ohm coax will work but a 50 ohm meter will not read correctly.
