FRS radios have such tones because they are permitted by this rule:

You are getting like twisty more and more each day Go snip some more of
the FCC text so it doesnt include the part about selcal and tone operated
suelch. You will stoop to twisty levles to prove your right when your
wrong, assclown.

ETS are sub audible tones, is a roger beep a sub audible tone, Let me
answer that for you NO

ETS is not a subaudible tone, but in fact a roger beep. At any rate, I
emailed Riley. We'll let him answer if he chooses.

Mr. Hollingsworth:

I have a question. Are roger beeps, or end of signal tones allowed on FRS,
GMRS, MURS, or CB? I know most FRS radios now have them, as well as GMRS,
and some CB radios. The commissions rules in part 95 are somewhat confusing.
I know the part about amusement may/could apply to some "noises", but this
is specifically about roger beeps. Thanks in advance.
