Why?

Since the late 70's/early 80's the USN and USMC have had some of
the stiffest penalties for it's members who violate DUI laws.

(And please don't try and bring up "Tailhook"...it had nothing to
do with drinking and driving...)

Apparently, laws were made to be broken.

In addition to sailors, you can count on at least one Ohio Supreme
Court Justice doing just that.
