Yes, it's a reasonably common theme that seems to have been totally missed by this chap. Holders of the appropriate levels of licence are permitted to operate transmitting equipment that is not subject to a formal approvals procedure, and to carry out technical investigations. A qualification for a Licence, or the Licence itself, is not, repeat not, a qualification to specify, design, construct, modify, repair, or own transmitting equipment. I think that can be generally said as true also for the US. Cheers, Bill K2UNK The other thing to be aware of is that this chap, in this sock-puppet and his innumerable previous ones, has alternately decried e.g contest operating as being the act of a "CBer", and then swung completely about and used it as a justification for the description of a 'radio ham'. I've lost count now of how many times this circle has been gone round.
