OT I found this amusing.

yes that is michigan's DEQ for you they are fond of producing all but
insolvable problem such citing a man made dam in Adams township as
unsafe but refusing to grant a permit for work to be done on the
"dagnerous and seriously indager of imedate and cataphiphic failure"
