Is that ILRP related in any way to ECHO/LINK?

IRLP links repeaters via the internet. This allows local repeater users to talk
to repeater users from around the world from their HT, mobile and base radios.

Echolink allows hams use their computers to talk on repeaters around the world.
No radio required.
