Log into your router ( most likely you can do this from a browser window by typing in 192.168.0.1 )
You should see Dlink the 704 web config page.
Go to the bottom of the page and click on advanced.
You will then see the Virtual Server menu page.
Go to the bottom of the page and click on Special AP
You should be on the Special Applications page , enter 5200 in the window that says Trigger
Enter in the window that says Incoming Ports 5198-5199
Check the Enable box.
MAKE SURE you also open the drop down box that says ID and enter 1 ( or what ever number you want) and then SAVE
Log off and this should do it.
Good luck.

I'm on cable with a router and Windows XP

I believe I have my XP firewall configured properly, infact I have tried to connect to the test station with it ON and OFF to no avail ( I do see my connect attempt displayed on the Echolink screen but my connection fails).

The echolink help files show how to setup router port permissions on the Dlink 604 but the Dlink 704 setup screens are very different and don't seem to indicate weather or not I'm opening up the ports in both directions or not.

Anybody know what I'm doing wrong here?
Thanks remove the "de-"
