They are strictly a modern phenomenon tied to opening up the INTERNET to all the idiots. And there were two different and 'competing' readers. News and Notes! Ah.... 4.2BSD... 4.2!!! USENET goes back to Seventh Edition and UUCP all the way back to Sixth Edition. Not sure which "Notes" you mean, but I sure don't remember anything offering "competition" to USENET News.
