I assume you're explicitly turning off the encryption? (Do any modern versions of ssh let you disable the encryption anymore? OpenSSH doesn't seem to ... ssh -c none doesn't do it.) With the encryption enabled, I don't see how ssh usage over a ham link of any sort could ever be legal (at least under part 97 rules.)
