FCC VEC exams can be given anywere there are U.S. Licensed hams willing to
volunteer. The one excpetion is Israel, where the Ministry of Communications
specificaly requested that it not be done.

Besides the obvious, it allows U.S. citizens living overseas to upgrade
without going back to the U.S.

That's correct. Even if the U.S. licensed hams administering the test
are foreign nationals who could not be prosecuted for any testing
discrepancies.

Let's look at the up side here. Now that you need a TIN number to get
onto the FCC's ULS system, there will be thousands of non U.S. hams
all over the world paying U.S. taxes that never paid any before.

Or maybe the Social Security Administration could just issue one
number for all the JA hams to use. That'd work.
