I spotted 2 things

(1) Isn't Hamvention a registered trademark of DARA's Dayton Hamvention
and
(2) FCC VEC exams?? In the Phillipines??? I wasn't aware were a
possession of the US. That being the case, how can the can a VEC
provide FCC authorized exams? HHHmmmmmmmm

verrry interesting..but not very kosher

There are VEC exams all over the world, the Phillipines being no exception.
As long as the VECs are registered with the FCC, they can take exams
wherever they want. They send in the exam results to the FCC and licensees
receive their ticket in the mail. You need to have a valid ID and an address
in the US (including Saipan, Marianes...).

OR do I receive a US issued license and
callsign then apply for a reciprical German license?


If you're a citizen of the United States living in Germany you must
get your US license, then you can operate with a CEPT permit in DL
land. If you're a German citizen you are most likely required to get a
German license, but you're welcome to write the tests for and get a
US callsign if you want, for use when you travel to the United States.

How do the Japanese, taking VEC exams on Guam, having no vaild US ID or
US address, end up with Guam callsigns?


Likely they use a US Mailing address of a friend or business
associate, etc. A US-issued photo-ID isn't necessary (their
home-country passport should be enough).

FCC VEC exams can be given anywere there are U.S. Licensed hams willing to
volunteer. The one excpetion is Israel, where the Ministry of Communications
specificaly requested that it not be done.

Besides the obvious, it allows U.S. citizens living overseas to upgrade
without going back to the U.S.
