Default question on qsl completetion in crowded condiction

seem being a new grid on eme I get a few qso that I don't get to qutie
complete by the number of the literture of the mode the last back to me
is getting steped on by the next staion trying to reach me If I
reaceive a card from the to me incomplete contact should I adknowledge
it (i would tend to believe he sent the right conclusion and was just
stepped on)

On HF, if the two operators have successfully exchanged callsigns,
that's generally considered enough to constitute a QSO.

I don't guarantee that the same practice is observed on EME, some things
are done differently on VHF.
