*** SPECIAL NOTES FROM EDITOR (by Tedd/KB8NW): My BARF80 Linux system
is still in "LIMBO", so I continue to retrieve my E-mail and send
the bulletin out via my ISP (hamnet.org) direct (until a new Linux
system can be found or put together). Hopefully, things will get
back to normal soon.
Lastly, OPDX's Chief Proof-Reader, Linda my wife, had her surgery
on Monday to have her gall bladder removed and I am pleased to say
she had no complications during her procedure. She is, however, sore
and recovering at home. Thanks to the individuals who sent her get
well messages.

4O, MONTENEGRO. Operators Jorg/DL3NER, Walter/DG5NGJ, Thomas/DG5NGI,
Ivo/DL9MB, Heiko/DG8NGI and Hubert/DK9NCX will be active as 4O/homecall
between September 25th and October 4th. Activity is planned for 160-2

7Q, MALAWI. Ely, IN3VZE, will once again be active "Holiday Style" from
the southwest shore of Lake Malawi between August 29th and September 11th.
His callsign will be 7Q7CE, and he will be on all bands using SSB and the
Digital modes. QSL card is "OK" via the bureau or direct to his home

8Q, MALDIVES. Werner/DL1BKK and Gitte (Brigitte)/DL1BKI will be active
as 8Q7KK from Kuramathi Island, Rasdu Atoll, Maldive Islands (AS-013,
WW Loc. MJ64LG) between August 29th and September 17th. Activity will
be holiday style (they are celebrating 40 years of marriage) using an
IC-7000 with 100w into wire antennas and Quad Loop for 6m (if propagation
permits). QSL via DL1BKK, direct or by the bureau. PLEASE NOTE: NO eQSL

C6, BAHAMAS. Frank, K3TRM, will be active as C6ARM from Treasure Cay
(NA-080 - Little Bahama Bank IOTA Group) between now and August 27th.
Activity will be on 80-10 meters using CW, SSB and RTTY. The villa where
he is renting has two verticals, one for 20-6m and another for the lower
bands. He was heard this past weekend on RTTY on 30/20 meters as early
as 1500z and between 2130-0200z. Also, watch 80 meters SSB after 0130z.

CN, MOROCCO. M'hamed, CN8NK, will be active as CN4P during the CQ World
Wide DX SSB Contest (October 25-26th) as a Single-O/Single-Band (band
not provided) entry. QSL via EA5XX.

CONTEST DATE CHANGED. The dates for the 2009 CQ WW 160 Meter Phone Contest
has been postponed by a week to avoid conflict with the ARRL DX CW Contest.
The 2009 CQWW 160 Meter Phone Contest will now take place between February
27th and March 1st, 2009.

DXCC NEWS (DXCC Rule Removal). Bill Moore, NC1L, ARRL Awards Branch
Manager, reports (on August 18th) the following from the July 2008 ARRL
Board of Directors Meeting: "The Board also acted on the Programs and
Services Committee report, voting to eliminate Rule 5 from Section III
of the DXCC Rules. The Committee realized that while publishing log data
can have a detrimental effect on operating awards, it was not possible
to control such actions and the rule cannot be enforced. As part of an
effort to maintain the integrity of operating awards programs, the Board
called on staff to create resources and guidelines for QSLing and for QSL
managers. These guidelines will help people who QSL to understand the
'best practices' and help to support the work of the QSL manager so that
access to log data won't degrade Amateur Radio's long tradition of the
'honor system'."
The rule reads:
5. The presentation in any public forum of logs or other representations
of station operation showing details of station activity or other
information from which all essential QSO elements (time, date, band,
mode and callsign) for individual contacts can be derived creates a
question as to the integrity of the claimed QSOs with that station
during the period encompassed by the log. Presentation of such
information in any public forum by the station operator, operators
or associated parties is not allowed and may be considered sufficient
reason to deny ARRL award credit for contacts with any station for
which such presentations have been made. Persistent violation of
this provision may result in disqualification from the DXCC program.

"This rule cannot be enforced. In its place staff will create resources
and guidelines for QSLing and for QSL managers in order to maintain the
integrity of operating awards programs."

EA8, CANARY ISLANDS. George, GM0IIO, will be active as EA8/GM0IIO from
Playa Blanca, Island of Lanzarote (S-007 for the Spanish Islands Award,
WLOTA LH-0099), August 23-31st. Activity will be holiday style, mainly
on 20 meters CW and SSB. He will be using a FT-857 and fishing pole
vertical antenna. QSL via his home callsign.

EY, TAJIKISTAN. Nodir, EY8MM, from Dushanbe, plans to be active during
this year's CQWW DX SSB Contest (October 25-26th) and CQWW DX CW Contest
(November 29-30th), as a Single-Op/Single-Band (80m) entry. QSL via K1BV.

H7/YN, NICARAGUA. Ralph, K9ZO, will be active from the QTH of YN2N between
November 24-30th. He plans to be active during the CQ World Wide CW DX
Contest (November 29-30th), tentatively as H7/K9ZO or possibly as YN2ZO.

HB0, LIECHTENSTEIN. Operators Rainer/DL1ZBO, Tilman/DJ5BX, Thomas/DK9FEC
Peter/DL1FX and Ekki/DF4OR will be active as HB0/DK9FEC during the CQWW DX
RTTY Contest (September 27-28th) as Multi-Op entry. QSL via DK9FEC.

IOTA NEWS......................
AF-018. Martin, OL5Y, will be active as IH9N from the African Italy
Island of Pantelleria during the CQWW DX SSB Contest (October
25-26th) as a Single-Op/Single-Band (40m)/Low-Power entry.
QSL via OK1MG.

AS-027. There is a good possibility that Vrangel Island (Wrangel) will
show up on the bands by the end of August. A team of operators
will try to activate this IOTA during their trip aboard the
"Akademik Fedorov's" expedition heading towards the drifting
polar base SP36. Their expected callsigns will be UE0MAC/0,
UA6LP/0 and RZ6MZ/0. Exact dates of the operation depend on
the Arctic weather.

AS-045. A team of 8 Korean operators will be active from Tok Island
using a specially issued callsign D9D between September 13-18th.
However, some operators may sign as homecall/5 (ex. DS2GOO/5)
sometimes for individual purposes. Operators mentioned a
Kim/HL2CFY, Han/DS2GOO, Kweon/DS2GXU, Lim/DS2HRE, Jeong/6K2ABX,
Song/6K2BWA, Cho/6K2FNN and Seok/6K2GDT. Activity will be on
80-10 meters (including 30/17/12m) using CW/SSB/FSK/PSK31.
They plan to use 4 HF Transceivers with two 600 watts linears
with various vertical and wire antenna systems. QSLs for D9D
go via 6K2BWA. All others via their home callsigns.

EU-007. A four man team will activate Ireland's most difficult IOTA,
The Great Blasket Islands, between September 10-14th. EU-007
is quite rare and ranks amongst some of the most needed IOTAs
throughout Europe. Activity will be on 80-10 meters using both
CW and SSB. The team states that the landing on EU-007 "can be
(and often is) difficult, and quite often, there can be no
sailings for days. Please excuse if there should be any delay
but this would be beyond our control." Operators mentioned
a Jeremy/EI5GM, Mark/G4AXX, Dave/EI9FBB and Dave/EI4BZ.

EU-010. Rob, DK1ROB, will be active as MM/DK1ROB from the Isle of
Barra (IOSA OH-11, SCOTIA HI-02, WW Loc. IO66GX) between
September 28th and October 3rd. Activity will be on 40-2
meters and 70cm using SSB, RTTY and possiblye PSK63. His
antennas a Inverted Vee for 40m, 5-band Spiderbeam for
20-10m at 15m AG, 3-element beam for 6m at 5m AG, and a
vertical for 2m/70cm. QSL via his home callsign, direct or
by the bureau.

EU-032. Gerd, DK8NT, from Oleron Island (DIFM AT-025, also counts for
WLOTA LH-1369) between now and September 5th. Callsigns and
bands/modes of activity were not provided. QSL via his home
callsign, direct or by the bureau. Note: no eQSL please.

EU-049. Gabi, HA1YA, will be active as J48YA from Limnos Island (MIA
MG-065, WLOTA LH-1740, Grid KM29), Greece, August 25-31st.
Activity will be on HF, 6 and 2 meters. HF equipment is an
IC-746 using a SQ vertical for HF, a simple wire delta loop
for 6m, and ME1500-V and DL6WU portable antenna for 2m. He
plans to be active during the evenings and mornings. QSL via
his home callsign.

EU-099. Operators Charles/M0OXO and Nigel/M0NJW have been invited back
to operate from Maitresse Island, Les Minquiers Islands. Next
year between July 22-30th (2009), they will use the callsign

EU-111. Four members of the Cambridge University Wireless Society are
planning to be active as GM6UW/p from the Monach Islands from
mid-afternoon on August 27th until mid-morning on the 28th.
The operation depends on wind and sea conditions. Operators
mentioned a G3ZAY, M0ERY, M0FFX and M0SCH.

EU-123. Members of the newly formed Middlesex DX Group will be active
from Arran Island (IOSA CL01, SCOTIA CS14, Grid IO75KM), October
4-10th. The team of operators will use two callsigns:
MS0MDG/P - Will be used for SOTA and HF portable activity.
GB0MFG - For the base operations.
Activity will be on 160 meters through 23cms. Operators that
were mentioned are John/G0KLX, Kevin/G1KAW, Simon/2E0VAG,
Chris/2E0CMG, Carl/2E1IDC, Michael/G3WOE, Lee/2E0JDC and Jason/

EU-174. Laci, HA0HW, will be active as J48HW and SV8/homecall from
Thassos Island, Greece (MIA: MG-124, GIOTA: NAS-037, WLOTA:
4186, Grid KN20hs) between August 30th and September 10th.
Activity will be on the HF bands (mainly on 40/30/20/17 meters
and mainly on CW, with some SSB, RTTY and PSK31 as well), and
6 meters. QSL via his home callsign, by the HA Bureau or direct.

EU-176. Operators Jorgen/SM3CXS and Sten/SM3NXS will once again be
active from Grimskar Island as SG3U and SD3N, respectively
between August 29-31st. Activity will be on 80-10 meters CW/SSB.

NA-029. George, K3GV, will be active as K3GV/VY2 from Prince Edward
Island (CISA PE-001), between September 1-22nd. Activity will
be on 20 and 15 meters around the usual IOTA frequencies. QSL

NA-067. Mike, KC2SDG, will be operating beachside as homecall/p from
Hatteras [aka Pea] Island (USI NC-005S, WLOTA LH-3913, Dare
County, North Carolina), between now and August 30th. He will
use a Kenwood TS-480SAT w/100w into a rotatable dipole capable
of communication on 80/40/20/2/1.25 meters and 70cm. QSL via

SA-057. Members of the Sacramento Radio Club (CX2FAA) will be active
as CX1F from San Gabriel Island (SA-057), Uruguay, November
15-16th. Operators mentioned a Ricardo/CX5FT, Viterbo/CX9FD,

NA8, UNITED STATES (Special Event). Members of the NASA Glenn Amateur
Radio Club (NA8SA) in Cleveland, OH, will be active daily (2200-0500z)
between October 1-6th. Activity is to celebrate the 50th anniversary of
the beginning of NASA operations. Suggested frequencies a 14280, 7280,

PZ5, SURINAME. Members of the Czech and Slovak OM0C Contest Crew is
pleased to announce a DXpedition to Suriname and is expected to be active
from here between October 21-30th. Activity will be on all HF bands
(160-10m) and VHF (6 and 2 meters), with a focus on the lower bands,
especially 160m and EME on 2m. It will be a very first time in Suriname
for EME 2m operations. Operators mentioned are Rich/OM2TW, Joe/OM5AW,
Steve/OM5AA, David/OK1RK, Vlada/OK1NY and possibly others. Operators
will also be active as PZ5Z in the CQ World Wide SSB DX Contest (October

successfully upgraded his license and his new call is M0URX. Some QSL
Manager lists have already been amended and this appears to be causing
some confusion among DX-ers who have started asking if my QSL route is
via M3SDE or via M0URX. If they make a quick check on QRZ.com they will
see that M3SDE and M0URX are one and the same person with the same
mailing address. This morning I changed all my calls on QRZ.com to show
"QSL via M0URX". Tim has also retained the call M3SDE and has made
arrangements with the RSGB QSL Bureau to receive all cards which arrive
for M3SDE. I want to re-assure everyone who has sent a card via M3SDE
that these QSL cards will still reach Tim and he will reply to all
incoming cards as usual. M0URX is now listed as QSL Manager for my calls,

RARE GRIDS (SD, ND, MT) TO BE ACTIVATED (Satellites). Joe, KK0SD, will
be going on a trip that will pass through some rare grids. This is not
a grid expedition and the main purpose is work related travel. The person
Joe is traveling with has agreed to a few "rest stops" for him, and using
a hand-held and arrow antenna, he will try to activate the following grids
possibly August 29 or 30th: EN-15, EN-05, DN-95, DN-85, DN-86, DN-76,
DN-66, DN-65, DN-55. Please listen for him on AO-51, SO-50, and AO-27.
Joe states, "I cannot guarantee exactly when I will be in which grid.... I
don't expect to make every pass, but I hope to get quite a few of them."

S2, BANGLADESH. The ARRL is spreading the news that there will be new
amateur radio exams and licences in Bangladesh soon. The last licences
were issued in 2004. But thanks to the efforts of the Bangladesh Amateur
Radio League (BARL), the country's IARU Member-Society, the Bangladeshi
government will once again issue ham licenses; exams will also be given
on a monthly basis beginning August 13th, 2008. For more details, please

The ARRL Letter Vol. 27, No. 33 (dated August 22, 2008)

S2, BANGLADESH (IOTA DXpedition). Tutul, S21RC and possibly 3 other S2
operators are preparing a DXpedition in December to St. Martin's Island
(AS-127) located in Chittagong Region Group. Dates are not confirmed yet,
but they plan to stay 6 days on the island. A special callsign is pending
and will be announced later. St. Martin's Island is a small island in the
northeast part of the Bay of Bengal, about 9 km south of the tip of the
Cox's Bazar-Teknaf peninsula, and forming the southernmost part of
Bangladesh. It is the only coral island in Bangladesh. It is about 8 km
west of the northwest coast of Myanmar at the mouth of the Naf River. The
local name of the island is "Narical Gingira", also spelled "Narikel
Janjina/Jinjera", translated from Bangla, meaning "Coconut Island". They
currently can only set up one station and are looking for help and funds

SV9, CRETE (EU-015). Ben, DL6FBL, will be active as SV9CVY during the
CQ World Wide DX SSB Contest (October 25-26th) as a Single-Op/All-Band/
High-Power entry. QSL via SV9CVY.

TA0, TURKEY. Urcun, TA0U, informs OPDX that he will be active through
the end of September in the following contests: YO DX HF Contest (August
30-31st), All Asia DX SSB Contest (September 6-7th) and Worked All Europe
DX SSB Contest (September 13-14th). PLEASE NOTE: Urcun was active using
the special callsign TC1EU on SSB during the European HF Championship
(August 2nd). He informs that the log is now available at:

XU, CAMBODIA. Yu, 7K3BKY, will be active as XU7YYY from Sihanoukville
between September 3-8th. Activity will be mainly CW. He will also try
to be in the All Asia DX SSB Contest (September 6-7th). QSL via 7K3BKY.

XW, LAOS. Bruce, XW1B, has been fairly active on 40/30/20 meters this
past week. Activity has been mainly CW and RTTY. Operations have been
as early as 1130z for a few hours and again later between 1500-1700z
or after 2330z. NO set pattern on mode or frequency. Look for him to be
very active until August 27th before he heads to the U.S. for a holiday.
Bruce is not expected to return to XW until the end of September. QSL

YO DX HF CONTEST (Correction). Last week we mentioned that the annual YO
DX HF Contest will take place August 30-31st (from 1200-1200z). Rules

However, please correct the following: "All the participants who will
fulfill the necessary requirements during the contest will receive a
free "YO AD AWARD" (1st Class), not the "WORKED YO DX CLUB MEMBERS

ZD8, ASCENSION ISLAND (AF-003). Steve, G3ZVW, will be active again as
ZD8N from August 27th to September 11th. Activity will be on the HF
bands using only 100 watts to dipoles. He will be mainly active during
his evenings and the weekends using CW, SSB and RTTY. QSL via G3ZVW,

ZM2, NEW ZEALND. Operators Lee/ZL2AL, Stan/ZL2ST, Peter/ZL2LF, John/ZL2QM,

be active as ZM2M from Napier, New Zealand (OC-036, also counts for WLOTA

ZS, REPUBLIC OF SOUTH AFRICA. Franz, DL3PS/HB9EHQ, will be active as
ZS6/DL3PS in Johannesburg between August 25th and September 12th. His
activity will be limited to his spare time because he is there on a
business trip. However, look for him to be on 80-10 meters using CW,
SSB and the Digital modes. QSL direct or via the bureau to HB9EHQ.

ZS8, MARION ISLANDS. There is still no activity reported. However,
Rhynhardt, ZS6DXB, ZS8T Press Officer, reported the following this past
week (dated August 21st - edited): "In April, Petrus, ZS6GCM, arrived on
Marion Island to begin a year of work. Sometime in May he erected the
SteppIR vertical he took along and ran into a few difficulties. He did
make one contact during the month but efforts to resolve these difficulties
were unsuccessful and Petrus' work commitments impeded our efforts to
communicate via other methods with Petrus.
It has been over two months since we have heard from Petrus and are
as much in the dark as the DX Community as to his plans.
At this point we are at a loss why Petrus has not been able to find
time to put ZS8T on the air, he certainly made the efforts to obtain
permissions and training before leaving for the Island. We must assume
his job as administrator to the scientific community was much more than
he contemplated. Petrus is on Marion Island for 7 more months.
If and when Petrus surfaces we will inform the DX Community. We are
