callsign in any database. Where is the qth and what is the qsl info?

Looks like a busted call, its more than likely 4L in Georgia.

According to the call allocations I can find VL is for Australia
commercial users

I would agree as I worked 4L0A on 20 and 40 meters. The zone is also
incorrect, 4L is in CQ zone 21.
