3Y, PETER I ISLAND (Update). A new press release was sent out this past
week by Ralph/K0IR and Bob/K4UEE (Peter I Dxpedition co-leaders). OPDX
InterNet Subscribers will receive the complete press release as an
additional bulletin. Excerpts from the press relase state that three
new team members have been added to the 3Y0X DXpedition: Mel/W8MV, Don/N6JRL
and Mike/FM5CD. They indicate that there are still a couple of team slots
available, and they are especially keen to find a team physician to

An inspection team have just returned from Punta Arenas and Santiago, Chile.
They report that everything is on track for an early February 2006,
activation of Peter I. The team should depart Punta Arenas around January
27th and return around February 25th. This will allow them to be on the
island for about sixteen days depending on the weather and other factors.
Fifteen members of the team will meet in Atlanta for a training session
scheduled for September 15-19th. Please visit their Web page, and if

9/11 ACTIVITIES....................
The Pearl River DX Association will again operate W2WTC to commemorate
the 4th anniverary of 9/11. The club will operate throughout the month
of September on all bands SSB only. Check out W2WTC on QRZ.com. Operators
will be Hank/K2HJB, Kevin/KA2NUE, and Ira/KB2DJJ. QSL via W2WTC or K2HJB,
direct (w/SASE) or by the Bureau.

The Metropolitan 222 Amateur Radio Society (K2MET) will sponsor a
September 11th Memorial Station on Governors Island, NY (IOTA NA-026,
USI NY-012 - new one for USI), September 10, 2005. Operations will take
place between 11:00 AM and 4:00 PM EDT (1500-2000z) on 21340 kHz, 14250
kHz and 7250 kHz (+/- QRM). QSL via W2SN.

0T705 & 0T805, COSTA RICA (Attention Prefix Hunters!). Carlos, TI8CBT,
will activate new prefixes starting September 1st through September 30th.
Look for special callsigns 0T805P and 0T705G to be on the air to celebrate
the 184th annversary of Costa Rica's independence. Activity will be on
all bands 160-10 meters including the WARC bands and 2 meters. Carlos
states that the suffix "P" is for Puntarenas, Costa Rica, Zone 8, and the
suffix "G" is for Guanacaste, Costa Rica, Zone 7. More details and a

FRENCH SPECIAL ACTIVITIES............
From September 12-26th, hams from the French Correze area will put on
the air the special callsign TM5MEM. During these 14 days they will
celebrate the "French Heritage Days." On September 17-18th, a station
will be active, CW only, from the Partisans and Deportation Museum,
Edmond Michelet, in Brive la Gaillarde. QSL via F6KLO, direct or via
the French REF Bureau.

Now through September 10th, look for TM8CDX to be active during and
before the French DX Club and The Clipperton DX Club's (CDXC) 27th
convention. This callsign will be used also by the members of the
Provins ARC (F6KOP) during their entry in the IARU VHF Contest on
September 3-4th. QSL via the French Bureau to Rafik, F5CQ, or direct
to: Rafik Djandji, Les Revergis, F-35360 LA CHAPELLE DU LOU, FRANCE.

FY, FRENCH GUYANA. David/F0CRS and Freddy/F5IRO will be here for the next
four months. Activity will be on the HF bands, CW and PSK. Both operators
have asked for FY callsigns. They will be active from the Cayenne ARC
(FY5KAC). Freddy is currently active as FY/F5IRO and David is awaiting
his new "F8" callsign and is expected to sign FY/F8*** when he receives
it. Both operators plan to be acive in the next French CW Championship
the last weekend of January 2006 (28-29th); callsign TBA. QSL both
operators via F5KIN.

GD0, ISLE OF MAN. The Manx Kippers will be active again during "SSB Field
Day" (September 3-4th); in the Open Section (400w and beams category). The
callsign will be GD0EMG/P. The team this time will be G3NKC, G4MJS, G4XUM
and M0RHI. They will be active on 80-10 meters, as per UK rules, and welcome
all QSOs. They will try to be active on 30m if time permits (they get many
requests for activity on this band; before the IOTA Contest they made a
number of QSOs, and they attempted to be active afterwards but had RF
feedback problems). QSL to M0BEW.

H40 & H44, TEMOTU PROVINCE AND SOLOMON ISLANDS. Members of the Korea
Amateur Radio League (KARL) will be celebrating their 50th anniversary
by going on a DXpedition to the Temotu Province in the Solomon Islands,
between November 5-11th. Six operators will have two stations active on
all HF bands 160-6 meters (including the WARC band) on CW, SSB, RTTY and
PSK31. The callsign H40HL has been requested (not confirmed yet) for their
activity on Nendo Island (OC-100) in the Temotu Province. The operators
mentioned a Choi Jong-Sool/HL5FUA (member of Korea DX Club - KDXC),
Gang Ho-Jun/DS2AGH (Team Leader), Yi Ju-Dong/DS2BGV, Yun Yong-Ju/6K2AVL,
Yu Byeong-Jo/6K2DJM and Bak Yeong-Su/N1PW (ex-HL1PW). They will use five
beam antennas, two kinds of vertical antennas and one dipole antenna. They
will use the callsign H44HL (not confirmed yet) in the Solomon Islands
(OC-047) before and after the operation in the Temotu Province. A Web site

IOTA NEWS........................
AF-100. NEW IOTA ACTIVATED! Joe, I2YDX, activated this new IOTA during
the past weekend. Activity was from an island located on the
Delta of Congo River, belonging to the Democratic Republic of
the Congo, and qualifying for IOTA NEW ONE. Joe got a special
prefix/callsign for this operation: 9R2DX. He was joined by a
local ham from 9Q.

AS-100. If you missed this past weekend's 4X0AI Akhziv Island activity
by Dov/4Z4DX and Alex/4Z5KJ (QSL via 4Z4DX), you will have
another chance in September. Jan, 4X1VF, informs OPDX that he
will lead a team to operate as 4X7AZ from Akhziv Island between
September 30th and October 1st. They will have three complete
stations on 80-10 meters CW/SSB. Operators mentioned a 4X1VF,
4X6HP, 4Z1UF, 4Z4KX, 4Z5LA and 4Z5FI. QSL via 4Z4LA:

EU-038. Vince, IZ0FKE, plans to be active as PA/IZ0FKE from Texel Island
between August 30th and September 2nd. Activity will be on all
HF bands, including 6 meters, SSB only. QSL via his home
callsign, direct or by the bureau.

NA-092. Bob, N2OML, will be active from Mustang Island (USI TX-011S,
Nueces County, Texas), between now and September 4th. Activity
will be mainly on 20 and 17 meters. QSL via his home callsign.

NA-NEW/
NA-175. Bruce/KD6WW and Mike/K9AJ arrive in Kugluktuk (formerly Copper-
mine) on August 31st and will activate the Kitikmeot Region-West
Centre Group (NA-175) first, then hopefully go on to the
Kitikmeot Region-West Group (NA-NEW) next. There is considerable
ice remaining in the Coronation Gulf from last winter, and their
activation of the new one is contingent on improving ice and
weather conditions. They will depart Kugluktuk on September 7th.
Anticipated activity will be mostly on 20/30/40 meters on or
near the usual IOTA frequencies. The callsigns will be KD6WW/VY0
and K9AJ/VY0 from both locations, so operators will need to pay
attention to which island they announce they are on. QSL to
each operator's CBA.

KH6, HAWAII (Special Event). Look for the USS Missouri's club station,
KH6BB, to be active on September 2-4th to commemorate the 60th anniversary
of the signing of the Japanese surrender papers on board the battleship USS
Missouri (on Sept. 2, 1945) in Tokyo Bay, formally ending World War II. The
station's activity will take place between 0000-0600z and 1600-1800z. Their
primary operating frequency will be on 14063 kHz CW. Depending on the
propagation, alternate frequencies will be 18073 and 21063 kHz. There may
be combined CW/SSB operations on 14263, 18163 or 21363 kHz. QSL direct to:

MD4, ISLE OF MAN. MD4K will be active again during the "SSB Field Day"

Hans, SM0BYD, informs OPDX that for direct QSL replies for HZ1EX, please
QSL ONLY via SM0BYD (please - NO QSLs via SM0CXU!): Send 2 USDs OR 1 IRC,
OR a prestamped SAE with a 10 kronor Swedish stamp which makes up for
sufficient return postage. He also states, "Unfortunately, I still
receive only 1 USD now and then and I don´t think that I should pay
for the postage or part of it, hi..." QSL via the Bureau is also OK
as well. ADDED NOTE: Hans states that he will now accept IRCs. He was
misinformed about IRCs being accepted in Sweden by an employee at his
Post Office HQ in Stockholm!

The correct QSL Manager for Berkin, TA3J, is TA3YJ. Some Polish radio
amateurs have been using YL2GP as his QSL Manager which is incorrect.

NOT THE QSL MANAGER. Jerzy, SP9FUU, has been receiving QSL cards for
V8NOW. Jerzy has never been a QSL Manager of any station . QSL V8NOW to:

RSARS CIS DX CONTEST 2005. Jurij, MM0DFV, informs OPDX that there are

SA50, SWEDEN. The Amateur Radio Club at the Royal Institute of Technology
in Stockholm, Sweden, is celebrating their 50th anniversary this year.
They will participate in the Scandinavian Activity Contest (SSB) from
September 24th 1200z to September 25th 1200z using the callsign SA5ØL.
QSL via SKØBU.

SOUTHEAST ASIAN TRIP. Pete, SM5GMZ, will be back in Bangkok in the beginning
of December this year for another six months working as a photo journalist
mainly for the European news agencies but also for World Picture News (WpN)
in New York. Even though work always comes first, during his free time he
will be active on the air. Between December 5-31st, Pete will try to
activate his Thai callsign, HS0ZFI, as much as possible. His operations
will be on CW/SSB/PSK31 and RTTY. Starting January 6th, Pete will be back
in Cambodia (XU) and will also try to make a few thousand QSOs (12K last
time) with his Cambodian callsign XU7ADI. He will stay in XU for at least
two months. Activity will be on all bands including 50 MHz and the same
modes as above; CW/SSB/PSK31/RTTY. He also mentions that there may be
a slight chance that he will activate Myanmar (XZ) and Laos (XW) as well.
More details will be forthcoming.

ST, SUDAN. Jovica, T98A (ex. T94FC), will be on a one year United Nations
High Commissioner for Refugees (UNHCR) assignment to the Sudan. He has
received the callsign ST0RM. Activity will be mostly CW on all bands, but
also expect some SSB and the Digital modes. QSL via T93Y by the Bureau
or direct to: Boris Knezovic, P.O. Box 59, 71000 Sarajevo, Bosnia and
Herzegovina.

ST, SUDAN. Ado, W4ADO, has a two years contract with "Doctors Without
Borders - Medecins Sans Frontieres" (MSF-USA) for work (technical support)
in The Republic of the Sudan. He will arrive in Sudan on September 26th
and will try to get an amateur radio licence. His activity will be on
both CW and SSB. Ado states, "My first goal is to help people in Sudan
and after that work on the radio". QSL will be via 9A6AA.

T8, PALAU.The following was a press release sent out by Tim Totten, N4GN,
on Tuesday, August 23rd:
THE REPUBLIC OF PALAU - AN IDEAL DX HOLIDAY SPOT
Martti, OH2BH (T88BH) and Tim, N4GN (T88GG) AT IT AGAIN
Those in the game for some years will recognize the Western Carolines,
KC6, as one of the regulars on the DX scene. It was in 1994 when the
islands gained independence as T88, and this particular entity has been
more difficult to reach from Europe and the United States ever since.
Only a handful of locals and sporadic DXpeditions have kept Palau on the
map. But no more.

Tim, N4GN, and Martti, OH2BH, have decided to challenge the matter and
put two T88 signals on the air at the same time; T88GG mostly on CW and
digital modes and T88BH on SSB. The activity begins on August 25 and
continues until September 5, including the All Asian DX Contest during the
first weekend of September. QSL cards featuring this newly independent
Republic can be obtained via Jarmo Jaakola, OH2BN: Kiiletie 5 C 30,
Helsinki FIN-00710, FINLAND.

This DXpedition is supported by Vertex Standard (Yaesu) both in radio and
manpower terms. Yuichi, JN1WTK/T88YK, will be on the team to make sure
that you can hear the cleanest audio on the bands from the latest lineup
of state-of-the-art Yaesu gear, but not around the clock as ladies are
involved, too--Joana and Leena OH2BE/T88BE expect to establish a
reasonable routine between radio and beach time while still guaranteeing
that peak hours in both activities will not overlap as the path can be
critical during these days of low sunspots.

VP2, MONTSERRAT. Look for Rick/G3VZT, his XYL Lynda/G0VDR and his 13 year
old daugther Catherine/M3VZT to be active as VP2MRJ, VP2MLJ and VP2MCJ,
between October 26th and November 4th. Rick states that he will be active
as much as possible, but this is a holiday/business/family trip. Rick and
his family are also expected to be active during the CQ WW DX SSB Contest
(October 29-30th) as a Multi-Single entry. He hopes to use the callsign
VP2M as he did in the 1977 CQWW CW Contest. However, the VP2M callsign
currently belongs to the Montserrat Radio Society. If they can't use VP2M,
they will use Rick's old callsign VP2MRJ. QSL via G4WTD.

ZB2, GIBRALTAR. The United Radio DX Team is planning a new trip at the
end October here. Their callsign will be: ZB2/ON5UR (Max), ZB2/ON5MRT
(Thierry) and ZB2/ON6NP (Wim). Activity will take place between October
27th and November 3rd on all bands, SSB and Digital mode. They will be

Apparent internal miscommunications within the North Korean government's
Committee for Cultural Relations with Foreign Countries and the Ministry
of Telecommunications and Posts over the approval of an operating permit
to Dr. David Borenstein, KA2HTV, led the government to halt his recent
P5 DXpedition before it could even begin, the New York physician said today.

However, the main purpose of his trip to North Korea was not amateur
radio, but the donation of several thousand dollars worth of medical
supplies from various Western countries to the Korean Medical
Association. I went to make sure these medical supplies got where they
were supposed to, he said. Dr. Borenstein specializes in physical
medicine and rehabilitation.

Another situation that may have also played a part in the halting of Dr.
Borensteins DXpedition operations was the death of his government
assigned guide, one of the leading such guides in the country. The guide
drowned at Wonsan, while he and other government assigned guides were
escorting KA2HTV and others to the North Korean coast.

Dr. Borensteins DXpedition costs were underwritten by the Lone Star DX
Association (http://www.dxer.org/lsdxa) and equipment donated by many
companies and individuals. Before he left the United States, Dr.
Borenstein and the LSDXA were told his DXpedition operation should be
fully accredited by the ARRL once he returned and submitted passport,
visa, and photographic documentation showing he was in North Korea. This
is standard procedure for DXCC DXpedition accreditation.
 The Lone Star DX Association is committed to the support of DX. We
knew this would be a gamble, but thought the risk was worth it to try
getting P5 back on the air. Hopefully our efforts and those of Dr.
Borenstein has moved the ball forward in restoring amateur radio in
North Korea, said LSDXA President Mike Thomas, NA5U..

The miscommunications developed when a Democratic Peoples Republic of
Korea Cultural Relations official issued the operating permit, while the
governments Telecommunications and Posts officials, had not formally
processed KA2HTVs request for a permit to operate. Both agencies are
part of the North Korean government.

Dr. Borenstein was planning on beginning his full time P5 operations on
August 20, when DPRK officials suddenly called him into a meeting. They
told me the person who gave the authority in the committee should not
have given it because of a mix up with the Ministry of
Telecommunications and Posts, he said. Up until then I had no idea
that I would not be allowed to operate as government officials had
given no hint that the operating authority issued previously was not
valid. I was able to demonstrate amateur radio to these same government
officials and showed them how it would benefit the country.

But the inability to operate was devastating, he said. After meeting
with the government officials I just went back to my room for a while
and watched the BBC, the only English language television program we
could receive. I knew there were hundreds of stations around the world
waiting to make a P5 contact and I could not get on the air.

The Lone Star DX Association and I had planned this DXpedition for many
months and many donors had given equipment and their time and effort to
make this operation occur, he said.

Dr. Borenstein said these government officials confided to him they were
hopeful a license for him to operate could be obtained in the near
future, however no definite date was given. They told me they would
welcome me back, despite the fact it is very difficult for Americans to
get a visa there. Also, he added, there is no prohibition by the U.S.
government against Americans visiting North Korea.

After the death of his guide, he said, many government leaders went into
official mourning. I couldnt ask them about radio matters as these
people were in mourning, so that delayed everything another two or three
days.

When he arrived Aug. 9 all of the radio equipment was processed through
North Korean customs without problem and it all went smoothly. Later
the Telecommunications and Posts ministry officials asked to inspect
some of his equipment, which included an Icom 735 and 706 MK2G, and a
Yaesu 857, plus an Acom amplifier. They kept part of it for a week, he
said, before ministry officials told him he would not be allowed to operate.

When first planning the DXpedition, Dr. Borenstein said, negotiations
had centered on the donation of amateur radio equipment to the DPRK as
a measure of friendship. When the DPRK government took the equipment
for inspection, they apparently thought this was the same equipment that
was to be donated. The donated equipment taken for inspection
includes KA2HTVs own personal Icom 735 transciever, a Hexbeam antenna,
a High Sierra tripod, coax, a Yaesu rotator, and a dual voltage power
supply. The equipment was not seized, they knew I had other equipment,
they could have taken everything, but they didnt, he said, adding,
seventy percent of the equipment I took over there came back home.

A receipt thanking Dr. Borenstein for the donated equipment was issued
by the DPRKs Committee for Cultural Relations with Foreign Countries.

KA2HTV does not consider this a failure, but rather a chance to open
doors to North Korea for possible future amateur radio operations.
Although I didnt get a chance to operate from P5, I believe the
equipment donations and my visit planted the seeds for amateur radio
operations in the future, he said. Some people may see this as a
failure, but if you dont try, youll never fail.

KA2HTV received his first amateur license in 1980 and earned his extra
class license in 1984.

Dr. Borenstein has guest operated from the following club stations or as
an individual from: SP5PBE in Poland, 4X/KA2HTV in Israel, JY6ZZ in
Jordan, CO2KK in Cuba, and 9G5DR from Ghana.

This trip to North Korea was not his first. He was in the DPRK in July
2004 for similar medical related reasons.

Peter I Dxpedition co-leaders

We are pleased to announce the addition of three new team members to the
2006 Peter I DXpedition. They are Mel W8MV, Don N6JRL and Mike FM5CD.
These gentlemen all bring radio operating expertise to the team as well
as individual talents for the overall project. We are pleased to have
them aboard! There are still a couple of team slots available and we are
especially keen to find a team physician to accompany us. If you have an

An inspection team consisting of Erling LA6VM, Bob K4UEE, and Carlos NP4IW/6
have just returned from Punta Arenas and Santiago, Chile. They report that
everything is on track for an early February, 2006 activation of Peter I.
The plan has the team departing Punta Arenas, Chile around Jan. 27th and
returning around Feb. 25th. This will allow about sixteen days at the
island. Of course, the actual time on the island and on the air depends
on weather and other factors.

Fifteen members of the team will meet in Atlanta for a training session
scheduled for Sept. 15th through Sept 19th. This will give us all a chance
to renew friendships forged earlier this year and get acquainted with our
new team members. Among the activities on the agenda a practicing rapid
deployment of shelters, low band antenna erection, sequenced container
packing and rappelling practice. There will also be a safety meeting and
discussions of operating techniques and tactics to be utilized by the team.
Other subjects will be discussed by the team leaders, safety committee, and
the antenna committee.
