It's probably an M3 licencee from the UK. These are freebie
licences issued to CBer's in this country which allow them
free access to the ham bands.

If you feel aggrieved about this abuse of the amateur radio
spectrum (and many of us do) then you should address your
concerns to the RSGB, who are primarily responsible for the
creation of this new licencing plan.

The fact that they expect to receive large amount of subscriber
income from this scheme is of course entirely coincidental . . .
