Looking for information on upcomming ARRL DX contest

Hi - looking for a quick piece of information on the ARRL DX Phone contest
that starts a little later today. Whom can I make contact with? I am a VE
station, am I only allowed to contact stations outside of the US and Canada,
or do all contacts count? Thanks.
