HA, HUNGARY (New Changes). Chris, HA5X, informs OPDX that "Effective
May 25th, 2006, amateur radio regulations in Hungary have changed
significantly, in many respects breaking with age-long traditions."
Key changes that also affect the international HAM community are as
follows:

- ECC REC (05)06 on the "CEPT Novice Licence" is implemented. Foreign
visitors holding a "CEPT Novice Licence" can now work in Hungary using
HA/home call. The CEPT Novice licence grants access to 160m, 80m, 40m,
15m, 10m, 2m, 70cm and 23cm bands with reduced power levels. Please
look up rules before operating!

- Morse-code is no longer a requirement, VHF licencees can start using
HF bands without changing their HG callsigns. A 6 WPM Morse proficiency
exam is still necessary to make CW QSOs, unless the CW QSO is between
two computers.

- Geographic call area numbers no longer exist in callsigns.

- Callsign rules are simplified, thus allowing for a wider choice of
possibilities.

- A new, simplified entry level exam and licence will be introduced for
youngsters and seniors later this year.

- Earlier licence levels are consolidated into two: "CEPT Novice" and
"CEPT". All existing licencees get more privileges with this change.

for thousands of hams from his station in the U.S. Virgin Islands.

Sterman, Terry, W9DIA – Founder, Amateur Electronic Supply.

Trossman, Arne, W2DTJ – Former CQ Editor, helped develop Cosmophone, early
amateur SSB transceiver.

CQ DX Hall of Fame
There are two new inductees this year into the CQ DX Hall of Fame:

Ralph Fedor, K0IR, has been a driving force behind every recent major
DXpedition to the Antarctic region, including VP8SSI, VK0IR, 3Y0PI and this
year's 3Y0X.

Donald Greenbaum, N1DG (and previously WB2DND), is one of those "behind the
scenes" people who help the DXing hobby in a variety of ways. As an
executive of Commodore Computers in the 1980s, he helped bring computers
into amateur radio. He also wrote one of the first popular logging programs,
WB2DND Log Data Base, and has developed websites or served as webmaster for
several major DXpeditions.

CQ Contest Hall of Fame
The CQ Contest Hall of Fame inducts two new members this year as well:

Tim Duffy, K3LR, regularly hosts many visiting operators at his
contest "superstation" in western Pennsylvania. In addition, he was
moderator of the Dayton Contesting Forum from 1980 through 1990, and has
been moderator of the Dayton Antenna Forum from 1980 to the present. Tim is
also the founder and host of the Dayton Contest Dinner, a member of the CQ
Contest Committee and a regular competitor in the World Radio Team
Championships (WRTC).

William Fisher, W4AN (SK), helped make the internet an integral part of ham
radio, and of contesting in particular, as co-founder of both
contesting.com - the premier contesting website - and e-ham.net, one of the
major off-air gathering places for hams to exchange news and views on a
variety of topics. Bill provided space at no charge for those sites, and
many other ham-related websites, on his network of web servers. Bill also
helped develop software for remotely controlling a ham station via the
internet.

CQ DX and Contest Hall of Fame inductees were announced at the respective DX
and Contest dinners in Dayton.
