Default Yaesu FTH-7009 move to 440-450MHZ ham band?

I got the FTH-7009 programmed, but it doesn't work in
the 70cm ham band. Will transmit down to 449 or so, but
not receive. Can I fix this with a tweek to the VCO?
Or am I just out of PLL divisor ratios.
Suggestions? Documentation?
