The FCC fixed that problem about a year ago.

Netscape 4.75 has worked 100% for me......and NOT using any
BillyBloatWare operating system (my OS is eComStation, an
OEM-enhanced version of IBM's OS/2 Warp professional desktop OS).

The key, though, is the CORES ID and password that the FCC sends by
snail-mail when one registers in the ULS.

To do an address-only change you want to do an Administrative
Update (AU), NOT a Modification. Doing a MOD will screw up the
process royally.
