Only because that's what The Big Emm and EFJ push them into.

I am a communications regulatory and engineering consultant in the
public safety communications field, and we have two major clients
(big cities in the US) who have told The Big Emm to take their
trunked digital 800 MHz system and insert it you-know-where and went
back to VHF and UHF analog systems at The Big Emm's expense to
avoid a lawsuit on inability to perform per the contract.
