Default Icom F-3 Problems

Hello all, New to this newsgroup.
I have a bunch of Icom F-3S radios for our local FD. They work OK but we
would like to be able to reprogram them for some new channels. The guy
we were having work on them takes about 2 months to do anything and even
then they are usually not correct. So I got tagged for it.
I found the software and the manuals online. Bought an OPC-478 cable. I
have about 4 different PCs that I have tried it on so far. I tried the
cable with WIN XP, Win ME, WIN 98. The cable I have is a USB unit and
they included drivers so the machines all see the cable as port 2.
I have the same problem on all the machines. I start the program, set it
to LMR, Port 2 and turn on the radio. Then I select the option to read
the programming from the radio. The program seems to start and pops up a
message on the bottom that says "wait a moment". Then it seems to stop
doing anything.

So far I have tried changing the ports around, Tried 3 different radios
and found a second software download as well. I have set the radios in
Clone mode, normal operation mode and no change so far. Does anyone have
an idea? I may build an OPC-478 cable and try using an RS-232 port on
a DOS machine next.
