Moderator?
What your provider (or any other particular news server) carries is meaningless. Many servers carry locally created groups for private purposes, that are not distributed acroos the USEnet hierarchy. I have a dozen or so on my own news servers at work. Just off the top of my head I can think of one very tightly moderated group that is carried on every news server I have ever come across.... rec.guns Ed .. |

One specific example is rec.autos.sport.f1 moderated. It has a moderation group in name only -- just try getting a response from them, or approval as a new poster -- which is why the group has withered away to no appreciable traffic.
