They can (and should) minimize it, and they should make sure that transactions are tracable enough so that legal action can be taken if needed. They need to monitor, and shut down anyone who does something improper. They should really work to make certain that scamsters cannot make up a new name and get back on the system. But ebay makes money on scamsters as well, thus they aren't too concerned about putting forth much effort to shut them down. |
