Not a joke.

He will have to put on 150 million more collars, each would take 10 min, how
many years is that anyway.
Easier to shoot the dog with a bullet, cheaper too.

I guess it's supposed to work on the dogs that already have the collars on
them ( it's not my system, or even my idea).
