Default Kenwood TM-732A Pilot Lamps Out

The panel lamps on my Kenwood TM-732A are not functioning. I checked
and found 0 voltage at the lamps with any setting of the dimmer. They
are driven by a 2SB1149 Darlington transistor (Q1). Anyone have any
experience with this problem? I guess I could just replace Q1 and see
if that fixes it.
