Pragmatically, the guy must submit an explanation because somebody reported
him to FCC, most likely via ARRL. No, "they" are not listening on 11 meters
nor apparently on 75. But I'd be willing to bet that if you recorded some
of this activity so that the 'culprits' could be identified then reported it
to your ARRL Official Observer Coordinator that they too could get a note
from the FCC.

Right, this is not good, this guy say's shRt and we are looking at crap
daily on TV that is 1000 times worse! I wonder how many people actually
heard him, and from that group how many give a crap!
