Need a Icom F3S programmed.

I have a Icom F3S that my brother sent me and I need to get it
programmed for use on the 2 meter band. Can anyone help me? I found a
schematic and made a cloning cable for it, but I do not have the
programming software. Thanks for your time and consideration on the
this matter.
