Default cushman ce 4b service monitor and 314 mixer

i purchased a ce 4b with 314 broadband mixer thru the internet, i
plan on using it to tune up
my ham rigs but i cant figure out how the monitor part of the cushman
works. I know it has a
314 high sensitivity 20-1000mhz mixer module, does this module allow
the monitor to receive a signal? If so should there be noise all the
time or is there a automatic squelch ?
Also i didnt get a operators manual so any basic operating tips would
be a big help. The ce 4
only recieves very strong signals and stays squelched otherwise, im not
sure if this is normal
or does something need repair.
